This page
will provide information about Sonoma County Fire Chiefs Association’s California
Incident Command Certification System (CICCS) Peer Review Committee and our
mission. It will also provide you with instructions and documents needed to
apply for Overhead Assignments, and maintain currency within the structure of State
CICCS
CICCS Peer Review Committee Mission
and Role:
To
enhance the professional credibility of position certification earned through
the California Incident Command Certification System (CICCS).
To
perform an audit of all applications for position certification at the ICS 300 level: to include course records,
certificates, resumes, correspondence, and other communications relative to
individual requests for position certification.
The Operational Area Peer Review Committee
is authorized to determine that an individual meets the certification
requirements for the ICS 300 level positions

An applicant for any Overhead
Trainee position who meets all of the established qualifications and experience
requirements as identified in Appendix A, B and C, may submit a application
packet for the position of Overhead Trainee, with permission of their Fire
Chief, to the Chair of the Sonoma County CICCS Peer Review Committee. The CICCS
Peer Review Committee will review the application to determine if the applicant
meets the requirements as established by the CICCS and Sonoma County Fire
Chiefs for the Trainee Position requested.
Trainee applications will be reviewed at the next scheduled CICCS Peer
Review committee meeting following the date submitted. An applicant for the position of Overhead
Trainee shall submit the documents indicated below; (see Appendix D for further
specific application details)
1. A completed SCFCA Overhead Trainee Application signed by the Trainee’s Fire Chief (application is downloadable under the Documents menu bar, under Approved Polices, under STL Forms).
2. A letter from the applicants Fire Chief requesting
that the CICCS Peer Review Committee review the applicants application and
provide a recommendation for issuance of a Overhead Position Task Book. The
letter must include a statement attesting to the applicant’s fitness level
meeting the CICCS 2014 or equivalent fitness level of arduous.
3. Certificates of completion for all required training
for the CICCS positions of Firefighter, Company Officer/Engine Boss and Overhead (see
Appendices A,B and C).
4.
Proof of the required experience as a Company
Officer/Engine Boss and or Chief Officer or Acting Chief Officer (see
Appendices B and C) for STL
If the
applicant meets the established requirements, letters will be sent to the
applicant, their Fire Chief and the Operational Area Coordinator indicating
that the applicant meets all requirements for the Overhead Trainee Position and
that the Fire Chief may issue a Position Task Book to the applicant for the
Overhead Trainee position. The Operational Area Coordinator will assure that
the Overhead Trainee is added to the established Overhead Trainee list and
entered in ROSS.
NOTE:
Trainees shall submit an annual Renewal Request for participation in the STL
program. (Overhead Renewal application is downloadable under the Documents menu bar, under Approved Polices, under STL Forms)
PROCEDURES FOR QUALIFING FOR
AN OVERHEAD POSITION

Applicant shall meet the California Incident
Command Certification System
(CICCS) requirements that were
in effect when the position task book (PTB)
was
initiated.
3.
The first section is a letter from the chief/administrator from the
sponsoring
Department/agency that indicates that they
approve both the individual and
Position being applied for.
4.
The second section is the general personal information about the
individual
Submitting the application. The application
needs to be signed by the individual
s well as the sponsoring
department/agency individual verifying that all of the
information in the application
is accurate and verified.
5.
The third section is a list of the incidents that
the applicant has gained
experience from. This list
should be in chronological order with the oldest
incident
listed at the top of the page.
6.
The fourth section is a list of the completed
classes list. This list should be in
order by class number with the
lowest class number at the top of the page.
7.
In addition to the completed CICCS application,
the following information will be
required to be submitted with the application:
8. A complete copy of the position task book (PTB)
9. A copy of all Performance Evaluations (ICS form
225) for the position being applied for. The incident where the qualification
was recommended by the trainer is required to have a performance evaluation
submitted. Copies of lower level
10. CICCS certificates that demonstrate the “required experience” component from the “Positions Guide” of this document. Copies of all course completion certificates will need to be provided for all of the courses listed as required training in the “Positions Guide” portion of this document
The CICCS Peer Review Committee
Chair will notify the applicant and their Fire Chief of the Committees
findings. If the applicant does not meet the established requirements the
applicant and their Fire Chief will be provided with an explanation of
deficiencies and the best course of action in order to re-apply.
If
the applicant meets the established requirements, letters will be sent to the
applicant, their Fire Chief, and the Operational Area Coordinator indicating
that the applicant meets all requirements for the Overhead Position. A Certificate for the overhead position will
also be included with the letter.
The
Operational Area Coordinator will assure that the Overhead position is added to
the established Overhead list and
entered in ROSS.
